Over one million Nigerians have been internally displaced in the last year, according to the National Commission for Refugees, Migrants, and Internally Displaced Persons.

The NCFRMI’s Federal Commissioner, Imaan Sulieman-Ibrahim, revealed this while defending her agency’s budget before the House Committee on Internally Displaced Persons on Monday.

Ms. Suleiman-Ibrahim informed the committee that approximately three million Nigerians are internally displaced.

She also stated that Nigeria is currently hosting 73,000 refugees from 23 countries, with over 500,000 Nigerians awaiting repatriation from Chad, Niger, Cameroon, Mali, Libya, and other countries.

She stated that the commission is working on the construction of resettlement cities in Borno, Kano, Edo, and Katsina as part of its response to the increase in IDPs.

She stated that the city was originally planned for Zamfara State, but the commission decided to build it in Kano State due to difficulties in acquiring land rights.

The commission’s budget, according to the commissioner, is insufficient to cover 5% of its mandate.

Muhammadu Fattahu questioned the duplication of responsibilities at the National Emergency Management Agency, NCFRMI, and the Northeast Development Commission. He stated that the majority of the budget line items in NCFRMI are also replicated in those agencies.

He questioned the N25 million annual rent paid for the headquarters and urged the commission to seek one of President Muhammadu Buhari’s seized properties.

The commission was also questioned about its failure to complete the majority of the projects on its budget despite having more than 60% of the funds released.

The budget for 2021 allotted N13.38 billion for capital projects, N705 million for 458 employees’ personnel costs, and N1.6 billion for zonal intervention projects.

For the 2022 estimate, N1.7 billion in personnel funding and N4.5 billion in capital funding were appropriated.
